New OHCA Regulations Take Effect November 2: What’s Changing for ASC Transactions, and What Isn’t
CASA MEMBER UPDATE | REGULATORY
California’s transaction review rules for health care deals are expanding. AB 1415, in effect since January 1, 2026, requires private equity groups, hedge funds, management services organizations (MSOs), and new acquisition entities to notify the state before certain deals. Its implementing regulations take effect November 2, 2026. They add filing triggers for private equity stakes of 10% or more, minority investments with control rights, MSO agreements, and sale-leasebacks. The 90-day notice, revenue thresholds, and review timelines are not new and have applied since 2024. CASA’s attached update explains what has changed and what has not. Members with a deal closing in the next 6 to 12 months should consult counsel.

Its a great time to pursue ASC tours with state elected officials!
Governor Newsom has acted on the final bills of the 2025–2026 legislative session, his last before his term ends in January 2027.
Attention now turns to the November 3 election. Voters will choose Governor Newsom's successor: Democrat Xavier Becerra, former California Attorney General, or Republican Steve Hilton, a former Fox News commentator.
All 80 Assembly seats and half of the Senate are also on the ballot, along with 14 statewide propositions. That's an unusually long list, covering taxes, housing, health care, and elections. A brief summary of each proposition follows.

Several CASA members have recently received notices from the Department of Health Care Access and Information (HCAI) stating that their surgery center is out of compliance with California’s Data Exchange Framework (DxF). This is a real requirement; it applies to every ASC in the state, and HCAI will begin naming non-compliant organizations publicly on 1st January 2027.

CASA Annual Business Meeting Highlights
CASA - Centers of Excellence Awards - 2027 Board Elections
In early September, several hundred ASC administrators, business office managers, and clinical leaders came together to experience a huge array of learning opportunities, conversation, and connection.
During those inspiring few days, CASA held its Annual Business Meeting, where Board President Carrie Millsap introduced the 16 outstanding ASCs named CASA Award for ASC Excellence, named California’s ASC of the Year, and announced the results of our membership vote for the new 2027 Board members.
